The City Council passed a lengthy ordinance January 14, 1895, rationalizing the street naming system. Because Oakley did not extend north to Devon, no addresses within Rogers Park need to be converted.

This street not mentioned in the 1895, 1897, 1898, 1901, 1902, 1903, 1904 Chicago Blue Book as being far enough north to be in West Ridge.

Charles Oakley (1792-1849) was one of the earliest Illinois politicians accused of patronage. As one of the first State-Appointed Trustees of the Illinois & Michigan Canal in 1844, he worked to obtain financing overseas and Back East for the massive project. Oakley fought with Eastern bankers who accused him of turning the canal project into a patronage kingdom.

Oakley Avenue was changed from Ellwood Street by City ordinance on Wednesday, October 7, 1936.
